The CPE board may be set for isolated ground. Verify the isolated/non-isolated ground jumper on the CPE board J9 is in the 1-2 position. This connects the isolated ground to chassis ground. A quick check without removing the lid is to connect pin 37 to pin 19 on the main GPIO header together. This will force the grounds to be connected together.
